Strengthening Local Governance: Municipal Consultation and Enumerator Training in Shaarada Municipality
Bringing Municipal Leadership to the Table
Effective sanitation planning doesn’t happen in isolation — it requires the buy-in of local government and the groundwork laid by those who go door-to-door collecting the data that shapes decisions. That’s exactly what unfolded over three days in Shaarada Municipality, where a Municipal Consultation and a two-day Enumerator Training were held as part of the System Strengthening and Technical Support to Advance CWIS in Municipalities Project.
The one-day municipal consultation brought together 14 participants, including the Mayor of Shaarada Metropolitan City, alongside representatives from 500B Solutions. The session centered on the development of the Faecal Sludge Management bylaws — a critical step toward giving the municipality a formal legal and regulatory framework for managing faecal sludge across the city.
Having the Mayor present signals more than symbolic support. Bylaws only take hold when the municipality’s top leadership is invested in shaping and eventually enforcing them, and this consultation gave that leadership a direct hand in the process from the start.
Preparing the Enumerators
Over the following two days, 15 enumerators were trained to carry out the municipal-wide sanitation survey. The training covered:
- Survey fundamentals — walking through the questionnaire, its purpose, and how questions should be interpreted consistently across different wards and community contexts
- Field data collection using the MWater app — hands-on practice entering responses, navigating the tool, and ensuring accuracy directly from the field
By the end of the training, enumerators were ready to move from classroom preparation into the field, equipped with both the technical understanding of what they’d be observing and the practical tools to record it reliably.

Sanitation planning is only as strong as the policy framework and the data behind it. By pairing a bylaw-focused municipal consultation with the Mayor’s direct involvement and enumerator training for sanitation situation survey. This event ensured that Shaarada Metropolitan City moved forward on two fronts at once: building the regulatory foundation for faecal sludge management, and preparing the ground-level data collection that will inform how that framework gets applied.
